The project proposals are for the volunteers to support the technicians in carrying out the services we have described previously.
A. Project environment: profile of the organisation and local community
Profile of the organisation:
The Conseyu de Mocedá de Xixón, has been working for young people since 1995, with 4 very clear objectives.
To achieve these objectives it provides a number of specific services for young people:
Resource Centre: A building with a surface of 600 m2 with 250 m2 more
of storage, which is available for associations and groups of young
people. The centre is distributed in a classroom, an exhibition centre,
a meeting room, a telecommunications centre and a hotel for
associations with wifi connection, phone line and computers.
Youth House Service. With the intention of informing and advice young
people on subjects related with the hose market, buying, renting,
financial help…It has a web page: www.jovenyvivienda.com. From this
service a program of shared accommodation is managed, with 13 flats
where 39 young people are living at present.
Youth European Information Service. This service is in charge of
supplying information and advice to young people in subjects regarding
Europe, from European programs and projects, to grants, accommodation
or general information about a particular country. It manages the Local
Eurodesk post. It also draws up European projects for the Conseyu de
Moceda.
Health area. Provides information and advice to young people regarding
heath issues. They work in particular trying to decrease risks of
taking drugs. They carry out training courses and have a team of
volunteer mediators. They collaborate with the Drug Plan from the
Council.
Área de Información y Comunicación. Gestiona el Punto de Información
Juvenil del CMX, edita y distribuye publicaciones, campañas y envíos
informativos del CMX.
Training Area: The main activities in this area are: the International meetings in Cabañues and the School of Seronda.
Internacional meetings in Cabañues are a meeting point for young from
Europe and other countries, where during a week there are debates and
discussions of ideas and experiences around a theme. These are non
formal educaiton expereinces that have been running for 25 years, now.
Seronda, is also a non formal educational space, where subjects of
interest for young people are discussed through forums and encounters,
put forward mainly by regional youth associations. The CMX takes part
in this encounter together with the Council of Asturias and Oviedo.
Participation and associations area. The objective is to promote
associations and young people's participation in the city, and to
support he existing associations through an Association Consultancy.
The main activities are: The Association Party and the Participation
Program, carried out by young volunteers in the secondary schools of
the city.
Local Community
Gijón, (in Asturian Xixón and officially Gijón/Xixón), is a city from
Asturias located on the Cantatric coast. It has a surface of 181.6 km2
and 273.931 inhabítants.
It is connected by road to Castilla y León (A-66 Motorway - Ruta de La
Plata), from Cantabria (A-8 Motorway of the Cantábrico). And it has
daily communications by train/bus with cities like: Madrid, Alicante,
Ferrol and Barcelona.
Gijón is traditioally an industrial city, although is has suffered some
changes after harsh industrial restructuring, in the sixties. Now the
tertiary sector is the most important followed by the secondary one
(iron, steel and metallurgy industries).
The cultural activity of the city is very wide and it increases during
the summer. It includes training, musical, theatre, dance, exhibitions…
There is a network of social Centers and Libraries in each neighborhood.
Acomodación and Maintainance
The volunteer will live in the youth residence of the Gijón Palacio San
Andrés de Cornellana Hostel, at 15 minutes walk from the Conseyu de
Mocedá de Xixón. He/she will have an en-suite room that will be shared
with an other volunteer only if two European volunteers of the same sex
come at the same time. In the residence the volunteer will meet other
young people studying in Gijon, which should make his/her adaptation to
the city easier and in addition he/she will have full board.
The Hostel has a web page: http://www.alberguegijon.com/
Later one if he/she so wishes they can move to a shared flat, in which
case they will be handed a monthly amount for maintenance.
B. Proposed activities for EVS volunteers
The Conseyu's proposal is for the volunteer to support the technicians
in carrying out the services we have described previously. He/she will
always be welcome to suggest activities within these areas. The
distribution of time for each service will be agreed with the
volunteer, so he/she can dedicate more time to those activities that
interest him/her more.
At the start of their EVS the volunteer will be introduced to the
associations that meet in the Resource Centre and others that operate
in city, and he/she will be given the opportunity of taking part in the
activities of these associations.
During the first months in our city, the volunteer will attend a
language course adapted to his/her level. The volunteer can get
complementary training from the staff of out organization if he/she
needs it.
We have also planned for the volunteer to take part in the work groups
from the Conseyu. These groups are composed by volunteers from Gijon
and we believe it would be an interesting experience both for the
volunteer and for the young people from the group, and the young
beneficiaries form the activities the group carries out.
We believe the volunteer that joins our organization will have the opportunity of learning things like:
" Resources of our city, our culture, traditions and language.
" The lifestyle of young people in our city.
" Knowledge and training in the different activities we carry out.
" Work experience in the youth area.
" Entertainment techniques for groups, leisure and free time. Preparing and planning projects.
" Team work, dealing with the public and social skills.
The role of the volunteer will always be of support to the staff in the
Conseyu, since we are perfectly aware that a volunteer can never
replace paid work.
Some of the activities where the volunteer can take art are the following:
Helping out with the circulation of information regarding the different Conseyus services.
" Assisting in the search for partner organizations for exchanges and European Projects.
" Support tasks in the Exchange Projects. Supporting the technician and
the participants with procedures and preparation meetings, in our
country.
" Assisting in the Local Eurodesk Post, in the following tasks:
Answering enquiries, drawing up leaflets with European information, the
opportunity to take part in the training encounters of the Eurodesk
network.
" Assisting with the management of the Youth Information Point.
" Design and update, of the weekly bulletins, working together with the Youth information Technician.
" Assisting in responding to the demand of information form the young people and entities of the city.
" Contacting youth organizations in the city.
" Helping out with the organization of the Association Party.
" Helping out in Participation Programs from the Conseyu.
" Planning meetings with the person in charge of the project, with the
aim of planning and checking the activities of the volunteer. These
meetings are also useful to carry out a continuous assessment and help
tailor the work of the volunteer to his/her interests.
" Assisting the organization of the formative encounters (Cabueñes y Seronda).
The volunteer can always rely on support for suggesting and executing
activities, and for devising his/her personal project. He/she can count
on all the means available in the Resource Centre.
We include here a weekly calendar of the Project, bearing in mind the activities might vary depending on the time of the year.

C. Volunteer profiles and recruitment process
The most suitable profile for our organisation would that of a person
interested in youth matters and in working with young people. It would
also be an advantage if the candidate had experience with associations
or belong to one in their country.
During his or her stay, the volunteer will be encouraged to make
proposals, so we relieve a candidate that showed own initiative would
be able to profit more form and EVS experience.
It would also be desirable for the candidate to be able to work as a team, since it is the usual way of working in the Conseyu.
Finally since the volunteer will have contact with many different
people in the day to day of the organisation it would be an advantage
for the volunteer to have good interpersonal skills.
D. Special needs (if applicable)
Not Applicable.
E. Risk prevention, safety and protection
We have a risk prevention plan in place, implemented by an outside
company (R.L. Entidad de Prevención y Formación, S.L ) with the
services from technician from the company, who carries out periodic
checks of our premises, and a worker form our organization that acts as
the prevention coordinator.
The Health and safety policy of our organization follows some basic principles:
1. We are at the service of our users, committed with society and the
health of our workers and volunteers, within the legal framework
establish in each case.
2. Security at work is a priority, to any other productive, technical or organizational premise.
3. Accidents at work are a management error and therefore can be
avoided with good management with a provision for identification,
assessment and control of risks.
4. People are our most important assets fro the future. This is why
they should be qualified and identified with the objectives of our
organization and their opinions must be considered.
5. We never compromise security in any of our activities. For these we assume the following compromises:
a. All the managerial staff guarantees the right conditions of work for
the workers and volunteers. As part of their commitment they show
interest and set an example.
b. Our organization put the means in place for the reporting of
failures or suggestion for improvement so they can be analyzed and
applied.
c. We inform and train our staff and volunteers about the inherent
risks of their work, and measures of prevention. We have the necessary
procedures in place to carry out preventive activities.
d. We analyze all the accidents and correct them. Our organization
believes all the above is a guarantee of its survival and growth.
